It is a medical emergency if the following could occur:
- If the victim's condition could be life or limb threatening
- If the victim's condition could worsen and become life or limb-threatening on the way to the hospital
- If moving the victim could cause further injury
- If the victim needs the skills or equipment of paramedics or emergency medical technicians
- If distance or traffic conditions could cause a delay in getting the victim to the hospital
