Sealed bids for LUTHER GEORGE PARK PLAYGROUND to be constructed for the City of Springdale, Arkansas will be received online in the QuestCDN online bid interface until 2:00 P.M., Tuesday, March, 26th 2024 at which time the bids shall be publicly opened and read aloud via Zoom meeting. Zoom meeting information will be posted to the QuestCDN online bid interface under Project Q&A and the City website.

This project includes construction of a playground within Luther George Park in Springdale, Arkansas. Contract items include playground equipment and surfacing, walkways and landscaping and other miscellaneous items. Click the following link for the plans set: Luther George Park Playground.

Each bidder must deposit with his bid, security in the amount, form and subject to the conditions provided in the Information for Bidders.

The successful bidder must furnish a performance and payment bond upon the form provided in the amount of one hundred per cent (100%) of the contract price from an approved surety company holding a permit from the State of Arkansas to act as surety, or other surety or sureties acceptable to the Owner.

A State of Arkansas Contractor’s License is not required to bid on the project; however, no contractor shall submit a bid prior to submitting an initial application (which does not require a full audit) for licensure, and no construction contract shall be executed until the successful bidder has furnished an appropriate license issued by the State of Arkansas Contractor’s Licensing Board.

This project will be partially funded with Federal funds from the United States Department of Commerce, American Rescue Plan Act and therefore is subject to the Federal laws and regulations associated with that program.

Pursuant to Arkansas Code Annotated §22-9-203 The City of Springdale encourages all qualified small, minority and women business enterprises to bid on and receive contracts for goods, services, and construction. Also, General Contractors are required to solicit subcontracts from minority businesses, and women's business enterprises whenever they are potential sources.

Registration and good standing in the System for Award Management (SAM) will be required prior to contract execution.

The City of Springdale hereby notifies all bidders that this contract is subject to applicable labor laws, nondiscrimination provisions, wage rate laws and other federal laws including the Fair Labor Standards Act of 1938. The Work Hours Act of 1962 and Title VI of the Civil Rights Act of 1964 also apply.

The City of Springdale reserves the right to waive irregularities, reject bids, and postpone the award of any Contract for a period of time which shall not exceed beyond one-hundred twenty (120) days from the bid opening date.
