Goal of the City Clerk/Treasurer’s Office

To manage the financial affairs of the City general government operations in accordance with all legal requirements in the highest standards of ethical and professional conduct; to provide the highest quality customer service to the citizens of the City of Springdale in the most cost effective, timely and convenient manner possible.

The Responsibilities of the City Clerk/Treasurer's Office

  • Budget development and monitoring

  • Revenue receipts processing and monitoring

  • Issuance of business licenses

  • Alcoholic beverage tax and fee billing, collection, and monitoring

  • Hotel/motel tax collection and monitoring

  • Property and equipment risk management and loss control

  • Banking relations

  • Investments of funds on hand

  • Accounts payable processing

  • Payroll processing

  • Financial accounting and reporting

  • Firework Permits

  • Airport Hangar rent collection and monitoring

The City Clerk/Treasurer's Office Other Responsibilities

  • Coordinating City elections with the Election Commission

  • Attending all City Council meetings; records and transcribes minutes of each meeting

  • Signing and countersigning ordinances, resolutions and other official documents

  • Codifying City Ordinances adopted by the City of Springdale

  • Issuing of Bluff Cemetery Deeds

  • Filing and maintaining Statements of Financial Interest for City Officials

  • Recording and publishing City Ordinances as required by Arkansas State Statute, ensuring compliance with those and other laws

  • Accepting and certifying petitions of candidates for City of Springdale Municipal Offices, referendum and initiative petitions; verifies petitions and signatures on petitions

  • Providing No Soliciting/No Peddling stickers and yard signs for residents of the City of Springdale

The City’s accounting and financial reporting systems are maintained in conformance with generally accepted accounting principles (GAAP) and the standards set by the Governmental Accounting Standards Board (GASB) and the Government Finance Officers Association (GFOA). An independent public accounting firm performs an annual audit of the City’s financial statements. The City’s audited financial statements can be found elsewhere on this website.

Staff

The City Clerk/Treasurer’s Office includes seven full-time staff members.

  • Finance Director – Oversees the budget, general ledger, accounting and financial reporting for the City of Springdale

  • Grants/Bonds Accountant -- Assists Finance Director maintaining fiscal records and systems of the City. Ensures grants, bonds and special program accounts are reconciled, balanced and maintained

  • Payroll Accountant – Administers payroll for over 450 employees, files payroll withholding reports, and other quarterly and annual reports as directed by law

  • Staff Accountants – Assists Finance Director with accounting and financial reports and daily accounting duties

  • Accounts Payable Clerk – Responsible for weekly accounts payable processing for all City Departments

  • Account Clerk/Customer Service –Business Licenses, On-Line Business Licenses, Airport Hangar Rent, Hotel/Motel Taxes, False Alarm Payments 5% Alcohol Taxes, Beer Permits, Fireworks Permits, No Soliciting Stickers, Etc.
